As a rule of thumb, rental properties in England, Wales and Northern Ireland don't need Electrical Equipment Testing (EET) formally known as PAT Testing by law, but you need to have a safety check and to be certified although local councils may request it if they have a licencing scheme in place. If you own an HMO, you may need Electrical Equipment Testing (EET) formally known as PAT Testing in order to be licensed by your local council.

In terms of Electrical Equipment Testing (EET) formally known as PAT Testing for landlords, we would suggest that it is carried out yearly or upon tenancy changeover. As a landlord, it is your responsibility by law to provide electrical appliances that are safe to use at all times, and most landlords meet their legal requirements by Electrical Equipment Testing (EET) formally known as PAT Testing annually.
